Background

The Tangshan city social security technology protection system is guided under the scientific development concept and aims to strengthen scientific management of society and city and speed up construction of scientific development demonstration area and people happiness. Based on full utilization and integration of existing social resources, under support of the town and country video monitoring platform, by sticking to the rule of main public security application as the main purpose and auxiliary sharing of other departments, the system is constructed as   “L3 networking, L4 interconnection and whole-city linkage” digital, networked and intelligent social security integrated protection system via the method of uniform planning, government driving and market operation, thus it can utilize the monitoring technology means to the most extent, combine with the public security, traffic police, digital city management, emergency command and campus safety, and realize the target of human orientation and technology-based city governance.

This system is constructed as L3 platform and L2 storage manner and realizes L3 networking, L4 interconnection, full coverage and whole-city linkage. Different monitoring resources inside the public security authorities are integrated into the uniform security technology protection system. The video monitoring systems from different departments and units are wholly connected to the social security technology protection system for two-way exchange, thus the video resources of the social security technology protection system can be shared with the municipal government emergency command system. The video resources can be exchanged and shared with the related governmental authorities and units via the dedicated video network. The systems from provincial public security department, municipal public security bureaus and county (district) bureaus and police stations can be interconnected to form a video monitoring network, which can cover the whole city and all countries, share information resource and realize whole-city linkage. The Tangshan social security technology protection system can effectively frighten crime and improve security sense of mass. The field conditions can be grasped at any time via the video monitoring system in case of accidents or severe nature disasters such as emergency handling, critical mass disturbance, terrorism, fire and explosion, so a correct decision can be made in time and the evidences can be provided for after-accident investigation. The system can also improve the city management efficiency and level much, e.g. strengthen road monitoring and dredge traffic in time, and can also restrain illegal traffic actions and traffic accidents.

Construction target

The final construction target of the system is described as follows:

1. Full-coverage video monitoring for “Safe Tangshan”

The social security technology protection system sticks to the construction rule of first critical area and then common area and first city areas and then village. The monitoring points will be gradually expanded to realize all-weather and full-coverage video monitoring in the whole city and drive construction of Safe Tangshan.

2. Video resource sharing for quick emergency response

The Tangshan social security technology protection system can provide video image resources for all governments and functionality departments in the whole city, will play an active role in city management, especially emergency handling, and realize quick response, uniform scheduling and scientific handling.

3. Refined city management for long-term mechanism of city management

The social security technology protection system provides the video monitoring resources for key roads, key areas and key facilities, which is the foundation for the city management department to perform 7x24 hour all-weather city management and network patrol inspection and can drive digital, refining and scientific city management much. The Tangshan social security technology protection system project aims to realize a “L3 networking, L4 interconnection, full-coverage and whole-city linkage” digital, networking and intelligent social security integrated protection system.

Construction contents

The systems from the provincial public security department, municipal public security bureaus, county (district) bureaus and police stations are interconnected via construction and networking of station-level center platform (L3), district-level center platform (L2) and city-level center platform (L1) in order to realize the integrated network for city and county coverage, resource sharing and whole linkage.

This project will focus on the public security application on the phase I  in order to construct a technology protection system, which will cover the public areas, party and government offices, city road and intelligent gates of seven districts (Lunan, Lubei, Fengnan, Fengrun, Guzhi, Kaiping and Gaoxing), including:

● City-level monitoring center and application platform (L1);

● District-level monitoring center and application platform (L2);

● Station-level monitoring center platform (L3);

● Deploy data storage devices at the district-level and station-level application platform and realize L2 storage;

● Over 4000 front-end monitoring points and over 10 intelligent gates will be constructed on the phase I project.

The social security technology protection system will be designed as the distributed architecture on the phase I and be divided into city level, district level and station level. The command center of the municipal public security bureau acts as the city-level platform (namely L1 platform). The command center of district public security bureaus acts as the district-level platform (namely L2 platform), and the station-level platform acts as the L3 platform. The L1 platform will uniformly manage the platform at different levels.

The video sources include social security monitoring and intelligent gate monitoring, which can realize all-weather monitoring of key sites and parts such as main in/out traffic roads of the city, party and government offices, key enterprises and institutions, large resident community and trunk roads, call the monitoring images and collect control images at any time, and is connected with the alarm receiving and handling system of the municipal public security bureau and GIS system for linked alarm.
